The reason I cite this is because I've mentioned that I was involved in the federal criminal system with someone and that case required me to do a hell of a lot of reading and learning how to read the cases cited.
Unless a prisoner has run out of appeals on the state level, they usually lose their ability of habeas corpus in the federal court-because there are very strict timelines and rules for doing so. It is also NOT CHEAP for prisoners.
